Joe basically reminds Oguri of her initial motivation to run. After years of getting people's hope pinned on her shoulder, Oguri started to think that she must win to repay their trust. Losing her rivals to injuries also made her think she must win for their sake too. Thats what makes her realization of her downfall turn into one big depression pill. Roppei suggesting her to retire then became the nail in the coffin.
In the midst of breakdown thinking she can no longer run like she used to, Joe asked Oguri if she want to run at Arima as a last run. He wanted Oguri to forget about people's expectation, and asked specifically if she herself want to run. That's when Oguri finally remember that beng able to run itself is already a miracle and a motivation for her.
