Imu's species (which mu is the last surviving member of)is native to bluestar and humans/fishmen/giants/all other races are from one of the various moons and all migrated to earth and killed the natives.
I mean, think about it. Imu looks like Vearth (earth), is referred to as the world, and has eyes that look like a diagram showing orbits around a central figure (earth). We already know at least the skypieans and shandorans are from one moon, so it's not ridiculous to think that other species came from the other moons. It could even explain why the species are so different. Giants and long limbs are from a moon with low gravity, fishmen are from a waterlogged moon, minks are from a moon made of cheese, etc.
If the war of the void century was caused by descendants of alien immigrants to Bluestar trying to take the planet from the native species it would make more sense why vegapunk said he wasn't willing to take sides. Davy Jones was said to be a greedy pirate, yeah? What's greedier than fleeing to a new planet and stealing it from the natives after ruining yours by going through all its resources? And Jaya? Looks like a skull? Because it's a fucking spaceship. That's why upper yard was able to stay floating after being shot up by the knock up stream. Alien tech.

AND the "promise" was made by Imu's species that they would allow the moon refugees to live on Bluestar, but that was before they started trying to take all of it from the natives. Holy shit, I am so good at one piece when I am high. You're welcome for solving the story.

Imu most likely has attacks that can outright kill opponents (Saturn's Venom Bombs can melt Topman's skin, so I assume Imu has an attack with similar potency or even stronger), but that will risk triggering Haki blooms on other allies making them more troublesome. On the other hand turning enemies against each other has the element of mindfuckery and giving you body shields against "Power of friendship nigga!" jumping. And Mihawk did mention Luffy's greatest ability is to gain allies, so one of the main villains having a corrupted form of that ability makes sense
