It's from Tamayomi. But to be clear: that webm is actually from an unfinished version of Ep4 that the studio accidentally sent to Funimation instead of the finished version, and Funimation uploaded it anyways. The mistake was corrected a few hours later with the proper finished episode being uploaded, but by that point it was too late to put the ball back in the glove. The show itself is still filled with QUALITY in basically every episode, but it's not THAT bad aside from that one mistaken upload.
