The whole series started with him confessing to her as a joke(because he lost a bet), but thinking that since she's a gyaru(slut) he at least will get lucky and graduate. His desire to graduate is the whole story. the second he has sex the story ends. But the same way Junichi was wrong about Yame who isn't a slut and did take his confession seriously, the readers are wrong thinking the story will ever be about the sex. It will always just be a gag ecchi manga where the sex is teased and never happens.
