AFO was, unlike most of the villains really just that horrible a person without the need for others to shape his personality. He mainly survived by fooling rats into thinking he was a vulnerable baby and feasting on their blood. Arguably the idea of quirks affecting temperament might be at play here, since it seems a lot of his behavior is even at a young age akin to an ambush predator (reasoning being the need to have physical contact with his victims to steal their quirks). The unassuming child act eventually upgraded to proper social engineering through communication, similar to certain animal species that mimic pheromones or sounds to trick their prey.


So it's less an adult mind in a child and more a predator showing their true colors early.

There is no indication that the schedule for the final season is too different from the usual despite the shorter episode count. If anything the trailers(based on how much is shown) and some staff comments also indicate that it's the same as it has always been. People either slept on the previous seasons (which were genuinely well produced) or seethed so hard over the anime adaptation of MVA that it made them ignore every well animated sequence in the show for the next four years.
