I doubt it because it doesn't add anything to their characters. If we'd get a kiss it'd be a significant moment and not just a filler moment imo. I don't think it'll be Kyouko and Sayaka, they already had their big moment in Rebellion and they already gone though the enemies to friends/lover arc. If anything they'll probably be pit against each other in Kaiten which imo would make their dynamic much more interesting. Madoka and Homura have been from friends -> enemies so the next destination would be lovers.
