Dragons don't age like humans, even Kanna is thousands of years old and still a child. Best they can do is keep updating their disguise every few years.
But even then Iruru is already an adult, same age at Tohru. She shouldn't ever get taller or more full figured as she gets older, she's just a very short woman, its just how she looks. I don't think her appearance should really change outside of cosmetics.

They explain in an early chapter that their human forms is them turning into how they would look as a human, which is why its very hard to change how they look in human form. Iruru can use magic to shrink her breasts a little bit in human form(Their current size is when she's already restraining them as much as possible), but she can't really shift her age around.
Saikawa will be in college and Kanna will still look like a little child.

The issue is that Coolkyou insists on a stagnant love triangle between Elma, Tohru, and Kobayashi. In recent times, it’s only really Elma who’s pushing herself on Tohru (despite wishing to remain friends); the other party is declining, favoring training, all the while Kobayashi’s just sort of in the middle, and that was pre-tournament arc. Ever since, it ceased to exist. I question what significance it had.

Right. It feels as if any moment of "development" occurs, it's within a vacuum. Kobayashi's confession to Tohru has little impact on their relationship, as it remains the same. I truly love these two characters, and I enjoy chapters focused on them; they don't move much either. Take and Ilulu eclipse them in terms of progression. It wouldn’t be hard to indicate more interest on Kobayashi’s behalf, outside of an occasional line of praise or appreciation.
