I wonder about that actually. It definitely is something that's happening, even though Olivia was supposedly the stereotypical dumb blonde at first it's possible that most of it was just playing up the role to hide how she isn't fluent in English.
Hanko is a sheltered rich girl who is actually ignorant about everything that just pretends to act cool.
It's just that the longer the manga goes the more Olivia improves: Since everybody already knows she doesn't need to pretend anymore, she makes friends outside the pasclub.
Whereas Hanako to her detriment stays the same and naturally becomes the butt of the joke, even her trying to improve herself became just a joke.
