Fusion was a minimum 3-for-1 play which is why fusion decks never saw meaningful competitive play during that era of the game; the only alternative fusion summoning cards that could have made it good at the time were banned. Synchro on the other hand is a minimum 2-for-1 with many tuner monsters having effects built in to facilitate being able to flood your field with synchro material which inherently made it much, much faster and more consistent than a Fusion deck.
But don't take my word for it, consider the fact that between 2002-2008, no fusion decks were in the top 10 for the WCS, meanwhile in 2009 only one year after synchro was introduced it won the WCS.
Synchro was really good, but it fundamentally broke the way the game was paced.
