I don't know if it's saitama being "tricked", more that as long as you are not starting trouble he does not care. In addition, he usually only goes out of his way to kill monsters that are clearly 100% evil.

Sweet mask is a monster but doesn't get taken out because Saitama thinks he is good at his core. Black Sperm is shaping up to be an anti-hero. Rover is just a dog who can be trained to be behave himself. He basically ignored Phoenix Man and left him to Child emperor.
