I've come to a terrifying realisation. The entirety of Punk Hazard to mid-Wano, ESPECIALLY the entire arc of Dressrossa, that was just Oda's notion of fan service. Think about it, I don't reckon there's a single other instance where the flanderization of the SHs was as bad. No arcs before it, no arcs after. By the time we got to Egghead, Luffy actually started being written like he should've been written, not however he was written between FMI and Wano. The entire post-TS Shichibukai arc and a lot of the Yonko arcs were just padding for Oda to finish writing up everything from Egghead to the end of the series, this is why One Piece feels to fun to read again after so, so, so long

Anyway, no, I'm not calling them filler. The story picked up exactly where it left off: after defeating low to mid level Shichibukais, Luffy would of course go on to defeat the high level Shichibukai, before moving towards the Yonko. They were essential, but incredibly padded out. I think you could compress the entirety of Dressrossa in about 60 chapters instead of 100, WCI into 50 instead of 80, and Wano Act 3 into 20 instead of however long it was. Zou was surprisingly the perfect length, but I wouldn't it being more streamlined either. Anyway I hope that clears things up!
