The two ideas I like the most are
1) Shocker did universe-hopping or time-travel shenanigans to get a world without a real Kamen Rider, but them arriving tipped the cosmic scales and forced Kamen Rider(s) into existence

It's because they would probably want to adapt Kamen Rider Spirits but the mangaka wants the original actors to voice the characters, which is an impossible task since Stronger is dead and Super-1 is a criminal on the run that's probably dead too.
