Weird that Hori introduced a genderswap quirk in the backstories of two different characters, but we never got a genderswap arc involving the main characters to literally double the amount of merchandisable designs.
One Piece knew that you can have fem-Law only exist for like 4 panels and then still sell the shit out of that design.

The heroes only saw him as a threat because he was about to erase ALL quirks, thus ridding the world of super heroes AND villains.
Sounds to me like the heroes were only interested in keeping their extremely lucrative and prestigious jobs.
