The low end of what we called chubby when I was a kid definitely doesn't get called chubby now, and we would have moved on from chubby to calling someone straight up fat long before they reached the point of obesity, but like you said, people today use it for the entire overweight side of the body mass spectrum. I try to stick with overweight/obese/morbidly obese because they actually mean something quantifiable.
