The girl you're referring to is Sora the MC's imoutos, episode 2 is her route and yes you romance/bone her. Yeah, Azone brought out a new (Q'z) doll body with a much improved sculpt since the previous ones went more for articulation and ended up with some weird torsos and noodle limbs. I wasn't super impressed with how the bikinis looked on, I'll be trying new outfits in a bit. The long neck is because doll clothes often ride up so the neck is made long on purpose to compensate.

There is no tool there, just paint. after you've primed the surface paint materials are all the same regardless of what's under the primer.
