The answer is simple, I have posted about this in the past. It's because Fujimoto didn't want to let Asa be a character for her own sake. Imagine this, an entire arc for Asa and Yoru to develop their rocky, toxic relationship, while fighting cool Devils. That's golden, everything CSM needs, a traumatized girl seeking safety with help from a Devil, like Denji and Pochita. But Fujimoto decided to off screen that and everything else related to Asa's character. Only allowed to obsess over Denji, not allowed to question Yoru, or try to win her freedom even though she technically fulfilled the conditions. Asa is not allowed to kill herself. Even her most personal moment, like the repressed memories she got back, have Denji shoehorned in the scene for no reason. It would have been infinitely more entertaining if it were Asa and Yoru, reliving the most traumatic moments of Asa's childhood. Imagine a scene of seeing Asa's parents being dysfunctional and violent. No, her importance is non-existent. So she becomes a filler, that's how it is. Just a character for Fujimoto to mock and humiliate endlessly.

this takes up 80% of part 1, followed up by the makima twist that was teased the entire time. denji then gets some character development and we go into part 2.

part 2 on the other hand got lost in the sauce. it had two competing conflicts, asas and denji, boiling down to

and of course the whole thing is also an asa/denji love story. now do these major conflicts take up 80% of the part 2s story? not well. we ping pong between them, indirectly, we get complex mechanisms driving the plot (csm church, public safety plans, kiga plans, barem plans), arcs that barely advance the plot at all, arcs that repeat tropes from previous arcs, and arcs that repeat character development. denji and asa take one step forward then one step back. next thing you know we have a part thats longer than part 1 but it feels like half the amount of content.

I like asa and denji, plus all the supporting cast for part 2. I even like the idea of what they were going for with each arc villain and conflict. but so much needs to be reworked, cut, moved around, and edited that it feels mediocre and a let down.

The prison break arc is all about Denji not giving a fuck anymore. He's a wild animal unchained his only family. But then he runs into the fire devil and is immediately guilty about that guy he let die. I feel like in Part 2 he has been so static and all of a sudden he changes and has a conscience. Then he's probably going to flip back to being the same as usual.
Asa's morals have been loosening throughout the whole story. When Yoru gets her surprise powerip we don't get Asa's reaction about any of the America stuff until this latest chapter. It feels so delayed. Wouldn't she be scared? Wouldn't she want to take control? In the dream space world, she says she's more ashamed of trying to be her friend, but I wish any of that was expressed before we got there.
