This was never an aspect of One Piece. Luffy was considered a monster and called such by the many enemies he encountered and stomped in early One Piece. Rubber made him impervious to blunt force trauma and let him tank bullets and even cannonballs without getting hurt.
Luffy was not an underdog. A lot of the early East Blue stuff had to get him out of comission somehow to maintain tension in the fights because once he showed up and he stomped the bad guys (see him getting lost, then getting stuck under the keel of Kuro's ship during Syrup village or getting stuck underwater during Arlong Park)
