The manga was never meant to be a 1:1 copy of the webcomic. Murata and ONE are doing a different take on the same story.
Yeah, it drags a bit and goes for more spectacle, but it also adds layers to Garou’s character. The webcomic version was cleaner and more philosophical, sure, but the manga version makes him feel more human. You can actually see his confusion, his ego, and how he slowly loses himself trying to play “monster.”
You can like one more than the other, but pretending the manga is “wrong” or “non-canon” is just cope.

I have to say, I do like the way Murata paneled how Garou went through his options of beating Saitama a bit better than One did. One's is just a pile of things whereas Murata's gives a better feeling of going through a process of elimination and moving from each option to the next. The best of both worlds would be to have the "I need more..." lead-up of One's followed by the linear progression of Murata's.

Webcomic is much faster paced, with more focused and nuanced character writing. Manga focuses more on spectacle, so scale and length of fights is both much greater. It often does retcons with loses potentially months of progress whenever it feels. Manga is like 2 seasons and a half ahead including the current one and webcomic is even further. But the anime’s current arc probably could have been finished in one mildly larger than average season if they adapted it after boros. If you want dumb fun and nice art try the manga and see how far you get. If you want to give the characters and story a chance, at expense of more amateur art (gets way better as it goes on.) read the webcomic in an afternoon.

Where did Murata get the idea that Saitama is some figure to rely on for personal growth and to let go of personal baggage? He was oblivious about Garou's rampage, he thought he was just a troublemaker role playing in a cheap costume which just pissed Garou further, smacked him for being a nuisance and dismissed everything Garou said. The bullying was just a catalyst, but as Saitama points out, Garou had an ideal hero in his head that he didn't think he could live up to.
