Remember when her predecessor got brainwashed into giving birth to a baby that turned out to be her original time travelling rapist, who then upaged in a day, and then took her back with him to Limbo time, still brainwashed, and the Avengers just waved her on, Cap probably saying to Tony how nice it was that Carol was finally embracing "traditional values"?
And when she finally DID come back two years later, it was so Rogue could steal her powers and put her into a coma that lasted... I wanna say about five years? Less than ten certainly. Then when she comes back, her powers are back but she's lost all her memories, so now Professor X uses his powers for good for once and just Ctrl-C Ctrl-V her memories that Rogue ended up with back into her brain. Except now they're just... there, without the emotional attachment.
At which point she starts doing that poorly explained and mutliply retconned Binary thing and is, at this point, essentially an X-Man character before leaving to live in space for about 10 years and essentially not being heard of again during that period.
Then she comes back, calling herself Warbird, only to get slapped with a rehash of Tony's Demon in a Bottle storyline. Keep note of this "Let's give Carol some of Tony's old storylines" idea marvel have here, you'll be seeing it again.
She would then go on to start calling herself Captain Marvel at some point, and the last interesting thing they really did with her was make her the Tony of Civil War 2. Where she proved herself as the WORST person to be running a futurecrimes division.
So yeah. For a character called Ms Marvel, if anything she's been getting off pretty lightly. Although "lets get a teenage breakout character and mismanage them and have no idea what to do with them" is pretty much par for the course.
