FIRST: are you sure this is male pattern baldness? This looks very odd. It's only one pic but from this I feel there's a strong chance it's something other than male pattern baldness. Very important: Go to a doctor to get a referral to a hair specialist so they can figure out if this is male pattern baldness or like, some kind of reaction, or nutrient deficiency, or autoimmune bullshit.

No, starting before 18 would be insane.

No, wait six months to a year to see how min and fin works for you. If hair loss stops, good! You might even have some recovery. If hair loss doesn't stop, switch from finasteride to dutasteride.
Start saving up for a hair transplant if you can. You should not get a hair transplant until you're at least twenty five. In the mean time, you could look into hair systems for the front half of your scalp.
