Do girls even want to be approached most of the time? Obviously if its the right person anyone would be fine with it, but it seems like women are more annoyed by male attention than not. I feel like women only accept it because its better than having to take the risk themselves, but if they could turn off male approaches like an option in a video game, it would be off 95% of the time.

What I meant is you have to convince them you're worth their time, because by approaching them, you're demanding their time. Charisma, confidence, good energy, the same skills a salesman has. That is not the real justification.
A girl is either interested or not.
If a girl is interested, she will make it known.
If she isnt, she will make excuses rather than confront you, such as being busy.

But from your pov; you fear the rejection and thus find reasons, logical, reasonable or even factual to not make the approach. But the real reason remains your fear of the rejection and your ego trying to avoid damage.
