Might be a java finch.
Looks like it could be someone's pet, the colour of the feathers seem unusual. It seems weirdly tame if it's staying close to you. Maybe someone nearby lost it.
If it's a pet it won't survive outside for long, you might need to take it somewhere specific.

Like I said i took it to the shore but just before I was there it flew off again in the water and it went under a dock and it wouldn't wanna come out anymore :(

I didnt see anything around its leg like a foot band you know what I mean indicating that it had an owner

It probably has one of those brain parasites that make their hosts kill themselves.

also the reason it was so tame was that it was exhausted it was in the middle of a big lake

i took it out and it didnt even move it was just breathing super heavy

and then it became calm because i think it realized i was trying to save it and not harm it

but then it sperged out again right after i brought it to the shore and the little idiot went into the water again, this time under a dock (so close to shore) but it was too tiny for me to get under i think it just wanted to be alone and rest somewhere in the shadow maybe

I never formed a bond like this with an animal :( I wanted to save it. I literally thought the bird trusted me and then i brought it to the shore and just before i was there it jumped off and swam under a dock so I hope it wasnt all for nothing and it now lives happily ever after with its bird friends and tells everyone the story how it was saved by a human on a flotation device

If it went back into the water, that means it is comfortable in the water. If it bit you and then hid from you, that means it sees you as a threat. Leave it alone.

It's a South Korean bird

It's some kind of finch. It kinda looks albino so possibly the other finches/flock rejected it.
They can't swim, if it flew under the dock into deep water then it's fucked unless it can find something to climb out onto.

What a cute bird. Like other poster said, probably injured/ill. Especially if it's not afraid of you.

If it biting you didn't break skin I wouldn't be worried. If the bird broke your skin I'd be concerned about general bacteria / salmonella and seek atleast a physician's opinion or put polysporin on it. Sepsis is a bitch, don't want to lose your leg bud.
