PS: It's not hard to imagine scenarios where an evil person uses those "defensive" weapons to oppress someone. For example, air defense weapons might be used by a (entirely hypothetical) shitty, nasty little country filled with soulless ghouls to shield them from the righteous retaliation by their neighbour whom they have suddenly attacked because said neighbour is supposed to have ambitions to have a peaceful nuclear program. Oh, wait..
