Does anybody know how to make friends locally or online? Like, once I start talking to someone, I know how to hold a normal conversation — but I just don’t know where to start. I’ve read that you should go to local clubs or similar places, but the exact problem is: I have no fucking idea how to find those. Even online, I don’t know which forums or blogs to check. The only thing I’ve thought of is maybe my local library, but nothing ever comes out of that. I just really don’t know where to begin. That’s it. For context: I’m from a small Mediterranean city.

Play online games. I've made countless friends (that i unfortunately ghosted).

play minecraft
play MMOs
play VRchat or any other game built entirely on socializing.

its real easy to make friends in these environments. i've made friends despite actively trying to stay silent.
