There's this dude I'm considering as my roommate.

Problem is, while using public restrooms, I've seen him miss the bowl quite a few times, AND, on top of that, not wash his hands after doing his business.

The way people treat courtesy in general will absolutely extend to how they act courteously to those they live with. Never expect a person who's rude to others to be kind to you. He's leaving his waste for others to sit in, clean up and deal with for him, not practicing hygiene, and this behavior is probably not isolated to bathroom habits. I'd bet a few weeks in to living together you'll find dirty dishes stacked in the sink, and that you'll have trouble getting him to do any chores around the house without having to bitch at him to even clean up after himself.
