I hear it constantly - "Teacher shortage teacher shortage" - and I can barely land an interview. Then when I'm lucky enough to even GET an interview I don't get hired. WTF am I doing wrong?!

It also means there's not enough in the budget.

that advice only comes from the people who always give bad advice about everything, amirite?
the same people who lied to you about a teacher shortage also told you to get vaxxed, not to approach girls, any college degree will guarantee you a job, all kinds of bullshit that turned out to be false.
Wait until you notice certain coincidences about the racial/religious/cultural makeup of those people who always give bad advice. Its all just a coincidence, I'm sure.
In my state they used to produce 2x as many K12 Ed graduates as there were open job positions so first of all only the top 50% hottest women are getting jobs. Then they executed the teachers union and now everyone gets fired and burned out by 30, there are pro football players with longer careers than the average teacher. That caused student grad rates to collapse to the point that we make roughly as many new teachers as leave so there's a balance so it "should" be possible to get a job that you'll hate and leave by the time you're 30. Interesting to think about that some K12 teachers spend less time teaching than they did getting the uni degree.
Lots of them go into HR, sales, busywork type places. Or go big government and become social workers and similar. Or just drop out, become house wives, etc.

Are you only applying to pubic schools? It sucks to work at a charter school or private school because most are actually shit but have snooty annoying parents. Anyway, the non-public schools pay less and are hiring more often.

Gonna elaborate on this a little. I saw a charter school in the NY NJ area that only required you to have a bachelor's degree and started you off at $60,000. Only downside is NY and NJ have high costs of living and in NYC $60,000 is not a lot of money. They were hoping to get people to agree to crazy fucking commutes so they could take that $60,000 home and sit pretty with it. I know someone who worked at a private school in PA for over a decade and only made $40,000.
