Unlike dating apps, most the time if you're targeting IRL girls they're not sitting around looking for dates, they get hit up all the time. The bar scene for easy pick ups is a lot slower (not dead) but plenty of single girls are walking about.

Both? That's what I've always done. when I didn;t have many options IRL I focused more on online and when there wasn't much online I focused more on IRL.

You need to actually have the minimum, i.e don't be fat, get some hygiene, and basic social skills.
Travel if you can it's the best way, if you think a girl is magically gonna appear at your computer or in a <15k people town you're playing shit odds. Go to the big city, meetup groups, sport classes, art classes, bars, going back to school is a great idea too, so is hostels while traveling.
Worse case scenario go to Thailand or Mexico dude.

Got a good 40 women between 29 and 33 which is when I settled with a girl I liked.
You might start at 20, 29, 35, 40, or never, who knows, but give it a shot and eventually you are very likely to keep lucky.
