What I've heard from another big streamer is that you basically have to become a staple of several streamers' discord communities. Then when the streamer goes offline, you can basically say "hey I'm going online now, check it out". The regulars will know who you are and might check you out, therefore starting at around 3-10 viewers. Most of your time should be spent interacting in discord servers so the hardcore fans actually know who you are and are friends with you, then they become your regulars. You should basically keep doing this until you're averaging like 300 viewers or so.
