I have this new friend, he can be pretty short tempered. On top of this, I feel he can be stubborn and sometimes disrespectful.

One example:
We were in line for a club last night and the sign was in Spanish, he called me a Mongoloid for not being able to read it. I’m sure it was a joke but I feel like not being bilingual is pretty common and shows how close minded he can be.

We don't need to learn other languages, this is an English-speaking country. I know 4 languages just because I like to learn and am talented at it, but I always pretend I don't understand Spanish because I fucking hate them coming here and not learning English, shit is so fucking annoying. I don't patronize any business that's not in English.

Hard to take meaning without having the context which only you can know about him as a person, but sounds like he just does somewhat dick-headed banter, so I'd respond by bantering back, something like "English is the only real language, the rest of you talk in clicks and whistles" or "the only language worth speaking is American". If by short-tempered you mean he would genuinely get upset about counter-banter then double down and do it until he has a meltdown, it's the treatment people who can't take what they dish out deserve.
