Most of my skills I learned outside of my bachelors classes. The degree itself is just a bullet point to get a job. I say be self taught or get a degree because a cert is much less impressive than a degree, and not much better than being self taught.
You have a specific idea on what you want to make, which is great because it means you know exactly what things you need to learn. If you make something you can ask people online to explain if its fucked up or not.
Tech moves fast, and web dev doubly so. Whatever standards they teach in that class will not be the same in a few years, so you should aim to be constantly changing out your skill set as new standards come out.
