Police. How is this even a question? What do you want any of us to do? Let her make him accounts while you report it to the police and they find him. Unless he is in a 4th world country, this will do. If he is in Iran or a hostile country like that, there's probably nothing you can do. She should simply let her nudes be leaked and then you can eventually get it removed from the sites themselves by hiring an agency that deals with this stuff (they will write emails to the host, requesting takedown on her behalf.)
