Nope. If you're a chinlet or jawlet, a good groomed beard can give the illusion that you have a nice jawline

They're bad if you don't take care of them and/or your beard just accentuates how poorly you take care of yourself. A beard in and of itself doesn't indicate much. Its what its attached to that gives it its general appearance. If you're clearly a slob in every other aspect of personal care then a finely manicured beard won't help.

Trimmed, manicured, not too long. Length two, probably, at the barber. Learn to use a straight or safety razor and ditch mechanical or those multiblade shits. Merkur is a safe brand.

Without having seen your face, I can't be sure. But try trimming it fairly short on the cheeks, shaving up under the jawline, and also giving it a sharp upper edge; and let it grow longer around the chin. That should make the jawline sharper and build out the chin.
