How do I reach the state of apathy? I'm tired of being stuck in a cycle of anxiety, rage and depression

if it's short term, do something that hurts like pinch yourself and think, force yourself to think about something else. completely disconnect yourself from whatever situation or surroundings your in.

long term, just fucking accept it. don't care about tomorrow. if you get slammed by a semi, that's that. that's the end of it. stop. caring. if your life is shitty, maybe make some changes, but accept that as well. simply acknowledge things for what they are. don't add little emotions into the grand scheme of things because, what will that change?

You look at your problems for what they are and learn from your problems, or your mistakes. Apathy isn't an option.

Isn't depression the last stage?

Agreed, you need to stop caring. Not so much that you're negligent about yourself and you completely fall into a state of depression. But rather, "Oh, I don't care he did better than me in this test," or "I don't care he has a girlfriend and I don't." Once you learn not to care, you won't ever be jealous and you will finally be able to focus on yourself.
