So if I'm living in a homeless shelter, and their hot water heater gets broken and people can't take hot showers but only cold showers, doesn't that shit count as inhumane?

You would have to look up your state sanitary code guidelines and see what they state. The facility probably has a timeframe for waiver of standards so long as they can prove that the issue is being worked on or addressed in some way that the lack of hot water is temporary.

Depends.
Are they actively avoiding or putting off getting it fixed? Or is it not fixed, YET, because they have to wait for someone who's able to fix it to be available to fix it, or for a part to come in or for some other reason, and once that's sorted it will be fixed?
If it's the former, then yes that is inhumane. If it's the later, then no it's not inhumane.
