Could do this, but depending on how long it lasts you could be doing this for years. Do raise hell "civilly" if you can, sometimes they make other people feel shitty too. If that doesn't work and you and a few people are ok with being uncivil about it, maybe tell the higher ups/family/whoever "help" was that you just might do that

i've had temporary luck by changing environment and friends completely
after a certain age it seems to stop, and they might go on living their life or become the kind of retards who get arrested over street fights
so you can buy time by avoiding them, and after a certain age you should be fine.
if it's in school, you can complain to teachers. if you do do this, you have to complain a lot. be loud, bother them.
they're failing to protect you and their reputation can be ruined for that.
if you do get bullied and they did nothing to stop it even though they're responsible for the environment, they should lose reputation over it. they should risk their pay over it.
they might hate you, but they really do owe safety to you.

The best way to deal with a bully is when he slaps your face, you turn the other cheek. That way he can slap the other side of your face, protecting the side that just got slapped. This way, your other cheek takes some of the burden from the other side and you can lessen the pain. It also tells the bully that you don't care, so they will eventually get bored
This is what my father taught me. He had a lot of experience dealing with bullies back in his day
