Cat genetics and dog genetics work differently. Evolvability is itself an evolved trait. Cats require fewer mutations to change but they must be highly specific mutations for there to be a change. Cats are lizard/insect like in their lifestyle and must be resistant to adaptation unless it is absolutely necessary, because they're so stupid by now that even if an instinct were slightly off they'd get eaten or starve (see: wild african cats brave jackals and painted wolves, domestic cats get wiped out by dingos and coyotes).
Dogs traits are all coded for with multiple gene repetitions so it takes more mutations to make a change, but the variety of changes you can make is increased and granular change over time is the name of the game in canid evolution. Dogs are human/monkey like in their lifestyle and must make continuous small changes to adapt to a changing world.
