Not at all. My down-the-street neighbours have a Yorkie named Weezy after an old sitcom character and the dig rarely ever makes a sound. My next door neighbour has this tiny mutt that won't shut the fuck up but we don't know what it is. Looks like a foxsquirrel from Laputa or like Teto from Nausicaä so it's extremely cute and I still want to punt it into the sun.

Terriers were bred to rip apart small rodents as a job. If they aren’t doing that, they’re gonna get neurotic. It’s not their fault. They’re not meant to be exclusively lapdogs.

it's pretty unnatural for a dog to be a sedate lap "toy" even if you smash them down to tiny sizes, it's why toy breeds are often just plain physically disabled, and the ones that aren't (mini pinschers, various terriers, papillon, italian greyhound, toy poodle) still havedog exercise/outside stimulation needs.
