Does anyone here have experience with spiny-tailed monitor lizards and can tell me what lighting he uses?

You are more likely to find good information under the name "Ackie Monitor". The main thing is UV, most localities in the pet trade are dryland savanna or desert localities, so you want a scorching hot basking spot and strong UVB lamp., They are burrowers who prefer to burrow into dampish ground however, so while the main enclosure can be reasonably low humidity when the heat lamp is blasting, if you can't provide them with burrowing opportunity in deep water holding substrate, they will need a humid hide.

And as with any animal that needs a wicked hot basking spot, make sure that your enclosure is large enough to provide temperature gradient. A Retes stack makes this easier.
