With mosquitos it's easier because of their mating behavior and because they form big swarms, but ticks are more isolated and don't interact as much with each other. And biotech and genetics are kind of risky.
Best bet, probably (my own opinion, never discussed this), is to build millions of mosquito-sized glasfiber drones that analyze square kilometer for square kilometer, send image data to AI servers and once a tick is found, an electrocutor drone does the needful. If you do this year for year, in the end they'd go extinct.
