Because birds of prey often rely on sneak attacks. If you let it lurk it'll probably get one you can't do shit about it then. But if you drive it off now you'll be safer later.

Also if you think about it birds of prey are often selfish eaters. They'll grab their kill or whatever they're scavenging and just fly off with it. If they didn't kill crowlets and shared crows would probably leave them alone.
