This is not a baby seal you can just bash it's head into the sidewalk, if I recall correctly that's Neil the Seal who is young male elephant seal. This is for all intents and purposes a sea hippo with smaller jaws but with the bulk to match. You would need a decent rifle to put him down and not a lot of people would appreciate you shooting the local as well as internet celebrity seal dead in their neighbourhood, as gay as that may seem. It's safer for everyone to just relocate the fucker while being optically better for all people and agencies involved.

What can a male elephant seal actually do though? If you hug its hind flippers it can't reach you with its snout, and its too sluggish to get away while you repeatedly pommel it from behind. Elephant seals a very flexible animals and they are stong enough to thrash you around if you get hold of their hind flippers. If they don't catch you under their body and pull you to crush you they will bite and do serious damage. They prey on and eat great white sharks, that should give you a rough idea of tough these guys are.
