They're legal in Pennsylvania if you buy them from a USDA registered breeder set up in the state, register the purchase with the state and keep all receipts easily available.

Honestly cat ownership has done 100000x more damage to the environment than banning cats and making people settle for native animals would have. Most of these animals are ridiculously anti-fragile to the point of being pests that increase their numbers every time we try to reduce them. They are 0% threatened by human activity. Unfortunately the false belief in the cats pest control prowess would not be debunked until cats were already well established in north america. Toxo and cuteness might have discouraged scientific study until a people as miserable and cynical as the americans came into existence.
Pet ownership could have even saved the passenger pidgeon and carolina parakeet.
