The answer is simple.

It's not greed on the better half's part. It's incompetence on the worst half's. Water treatment technology is dead simple. Water can be treated to a higher standard than africans pull it out of rivers by running it through rocks and sand. Literally, stacks of rocks. Romans supplied running water to entire cities with literal stone age technology. The indo-iranians of the indus valley had indoor plumbing with stone age technology.

A modicum of intelligence, cooperation, and delayed gratification are all humans need to have infrastructure.
