Hello newbie. It is a simple answer, the one who control the culture and informations control the programmation of NPCs, so therefore, take over these things and you will be able to destroy them easily. Our ennemies have 2 majors flaws.
1. They pretend to be the good guys of the story
2. They are only promoting/doing evil stuff

Pretty easy to propose better than this kind of people are doing.
