Dithering is not really easy to remove. You could run it through a noise-reducing algorithm, but you're best off finding the original MP4 or video, and making a fresh conversion from that point.

So try reducing it, or finding the original media.

The best thing you can do is convert from the original video. So, if you know where these come from, or if you reverse-search the images, you may have an easier time.

I searched and see nothing. If I were you, I'd learn to appreciate the dithering, or I would search for the original media, and make a conversion from there.
I see no other way for you, but there may be some 'Magical' program out there that eliminates dithering I am unaware of.

Oh, I just thought of the thing I meant originally. If you use EZgif.com to break the .gif's down into frames, then you use an algorithm to process each frame for general noise reduction, then reassemble them into .webp or .webm, you may see a difference.
