Before age 15 girls cannot be subject of processing - they are just a kids
Girls between the ages of 15 and 25 (referred as half-adults) could be send for processing under this conditions:
> girl will commit any crime or three minor offences> girl will be sold by her parents (or caretaker)> girl volunteers herself> girl fails her secondary school-leaving examination> girl will be drawn in lottery> girl's sister escapes the obligation to processNo exemptions and there is no way to change the processing decision, even if there is for example a court mistake. These girls are considered as 'butcher beings' and property of state.
Women after the age of 26 are required to give birth to at least two daughters by the age of 30. They can use the free in vitro procedure to ensure girl-birth (that would also work like cross breeding).
The penalty for crimes committed by women over 26 years old is the number of daughters who must give birth, which one would go to orphanages (and then to processing plants at 15 since state is caretaker).
