This became a public obedience and humiliation ritual right around Gerald Ford's time. They didn't really start making a point to capture the moment on film until bush jr.
They murdered JFK, he never did it. There's no accounts of lyndon johnson doing it. nixon didn't do it but he had the jews up his ass and went straight to israel when watergate happened. ford did it, carter's mom did it but no accounts of carter himself. bush sr. did it but they didn't get a photo of him touching the wall, and then from clinton onward it's full steam ahead on how much time you can get with the wall.
What's funny is most of the candidates now for any higher office have the pictures taken before they even get elected because it's part of the election process itself.
