When has govt run anything been equal or better than private? Plus grocery store margins are razor thin. Walmart makes money because it has 20,000 stores so they get a tiny better deal. Some things can't fund themselves because there's no revenue stream, like the military, unless they turn to looting and raiding to support themselves.
