probably because dogs like to be near people since they are mostly companion animals these days.
Some people also don't consider what it takes to give a dog a happy and healthy life. I chose not to get a dog when I lived in an apartment since I don't want a tiny lap dog and didn't want to force a high energy dog to live indoors.
The best dogs I've interacted with were my grandad's half wolf half german shepherd dogs. They had the run of ~20 acres of farmland and forest and scared away the coyotes and foxes and kill any rats that made it into the barn or workshop. They managed to take down a deer at one point too.
They were outside dogs but spent almost all the daylight hours around people rather than ignored by someone that leaves for work all day.

I am white and I never did that but then I tortured animals as a kid since I am more on the antisocial side. If those dogs are bothering you, get you a cheap steak and either roll it around in crushed glass or soak the meat in antifreeze overnight then feed it to them at night. This is very clean and leave no evidence.

Yeah and it sounds like this guys neighbors in a dense urban area just let them go non-stop.
In my neighborhood, one guy's dog barks to be let inside at night and it can be heard if you leave the window open or if it wanders around closer to my house.
Another neighbor has a well trained dog that never runs into the road and will wait at the corner of the property and watch me approach while I'm jogging. When I get close she will sometimes let out an excited bark and run with me until reaching the end of the property.
The neighbors cows also trot after me and moo when I run along their fence. This neighbors dog also is excited to see me when I run by and will run out into the road to get pets. Not a big deal on a road where tractors drive by with about the same frequency as cars.

I've never had an inside pet or kept an animal inside anything they can't be "free"; even when rehabilitating.
