They've, on record, never given a human gills surgically. Apparently we can't replicate how fish are able to get oxygen from water.

The closest I think humans could get to living in water is becoming amphibious. Most (if not all) amphibians have lungs and are able to metabolize oxygen through their skin and gills. Making the transition to that lifestyle would have to include modifying the skin and maybe the circulatory system.
